COLUMBIA, Md. — Costello Construction, a Maryland-based firm providing general construction services to public and private sector clients, is pleased to announce it has been selected by Montgomery County to build the new library in Silver Spring, Md. This 70,000 square foot, $35 million project is expected to meet the unique needs of an increasingly urban, ethnically and culturally diverse residential and business community of Montgomery County.
Costello Construction will team up with architect The Lukmire Partnership to build the library from the ground up with the goal of completion in 22 months. This LEED Silver–certified building will be divided into five stories, with the library occupying the third, fourth and fifth floors. The third floor will contain the meeting rooms, media collection, the young adult area, the disability resource center and the main circulation work area. The fourth floor will house the adult collections with a large, quiet study room overlooking part of Silver Spring. The fifth floor will be the children’s floor with an integrated early learning area, program room, tutor rooms and another meeting room. There will be computer workstations throughout the entire building as well as seating and electric outlets for those who choose to bring their own laptops or tablets.
Pyramid Atlantic, a non-profit art group, will occupy part of the basement, part of the first floor and the entire second floor. A coffee shop is also planned for the first floor.
“Having recently built the Civic Building at Veterans’ Plaza less than 500 yards from the new library, and having enjoyed tremendous success in working with our colleagues at Montgomery County to create a first-rate gathering center in downtown Silver Spring for its citizens, Costello Construction could not be more excited about the impending construction of the Silver Spring Library,” said David Costello, president of Costello Construction. “The Library and the Civic Building combine to create the cultural epicenter of Silver Spring. We felt an allegiance to Montgomery County and the Silver Spring community. As a result, building the Library was essential in the eyes of Costello Construction. The architectural significance of the Library also allows Costello Construction to showcase our ability to construct high-end, complicated projects with the highest degree of quality.”
The Silver Spring Library project implements several innovative design and construction features. The most significant façade element is the expansive all-glass curtain walls. The Library utilizes a unitized curtain wall system whereby the system is made and assembled in a fabrication facility and delivered to the project in large sections. It is then set in place using a mobile crane. This system allows for expanded quality control and significantly reduced field installation durations. In addition, the Library is utilizing an Integrated Package Equipment Center (IPEC) for the HVAC system. The IPEC unit combines the chillers, boilers, pumps, and air-handling units into a single unit with all inner connections factory installed and assembled. An IPEC unit again provides the highest quality while at the same time allowing for a very fast installation time. The Library also combines an escalator system with a large ornamental staircase that is the focal point of the building’s interior.
Costello Construction recently completed the construction of several new buildings of similar scope in Montgomery County including the Silver Spring Civic Building and the National Museum of Health and Medicine.
Led by David Costello, president and project executive, the Costello Construction management team for the Silver Spring Library will include Brian Shumate, project manager; Kevin Tarantino, quality control manager; Rick Logan, senior superintendent; Matt Fulkerson, shell/core superintendent; Kristy Bennett, assistant project manager; Maurillo Fuentes, site work superintendent; and Jesus Mendez, concrete superintendent.
